RJDC Sanitary Drain Line Project Opportunity

PROJECT DESCRIPTION:
The Daley Center invites all Contractors to bid on the Sanitary Line Project at the Richard J. Daley Center. On behalf of the Owner and Cook County, this is a request for your firm to propose to be the General Contractor (the “G.C.”) for the referenced project.

This is a Request for Proposal (RFP) for work related to the Sanitary Line Project at the RJDC. Service provider is invited to submit a proposal to provide contracted duties at the property.

PROPOSAL

The prices quoted for the General Conditions, Fees and Trade Work shall be Lump Sum for the duration of the Project. Quotes are not subject to escalation, additional costs for insurance, taxes, benefits, etc. unless specifically clarified within the G.C.’s proposal.

The work to be performed by the G.C. includes, but is not limited to, the furnishing of all labor, materials, equipment, tools, scaffolding, supervision, services, hoisting, applicable taxes, insurance, escalation, overhead, and profits necessary for the completion of all work. Projects at the Daley Center are Sales Tax Exempt. A copy of the Exemption letter shall be provided under separate cover.

The G.C. shall obtain all necessary construction permits. G.C. shall procure and pay for all other licenses, approvals, certificates and authorizations necessary for completion of the work. All proposals will be based upon the current City of Chicago Building Code and all other governmental bodies that have authority over construction at the referenced property.

Contractors shall make best efforts to achieve a minimum of 30% participation by certified Minority Business Enterprises (MBE) and/or Women Business Enterprises (WBE), as outlined in the Bid Form.

QUALIFICATIONS

All bidders should submit the Bid Form (Exhibit E) and on the G.C.’s letterhead, be inclusive of the detailed trade breakdown, detailed CPM construction schedule and insurance capabilities. Any and all exceptions and/or qualifications to the bid documents are to be clearly outlined and identified. You are welcome to propose value-engineering alternatives, any value engineering alternatives are to outline any impact to time and cost and should be as an alternate and not included in the base proposal.

The G.C.’s proposal shall also include the following qualification documents:

  1. Public Building Commission of Chicago Disclosure Affidavit (Exhibit D)
  2. Sample Certificate of Insurance
  3. Minimum of 5 references from projects completed in the past 24 months.
  4. List of pending litigation

The G.C. shall visit the location of the work and shall familiarize itself with the conditions and make its own estimates regarding the facilities and difficulties which may arise in connection with the execution of the Work. The submitting of a proposal by the G.C. shall bear evidence that the G.C. is responsible for its review and general familiarity with the site, the Plans, Specifications and work of trades and is fully cognizant of existing conditions, facilities and difficulties under which the G.C.’s work must be performed. It is also understood that the G.C. has read, understands, and has taken into consideration the Building Rules and Regulations.

The G.C is expected to issue a copy of their Safety Program. The G.C is expected to comply with applicable laws, ordinances, rules and regulations to provide a safe project site documents are to be clearly outlined and identified.

The Owner may, in its sole discretion reject any and all proposals, waive irregularities in proposals, allow a responding firm to correct irregularities, and negotiate with one or more responding firms in any manner deemed necessary to serve the interests of the Owner.

Proposals are due no later than August 10, 2026.

A mandatory pre-submission conference meeting will be held on July 22, 2026, beginning at 9:00 a.m.

A site walk will be held on July 28, 2026, at 10:30 a.m.
